MINUTES OF THE REGULAR MEETING OF THE 
TUSCARORA TOWNSHIP BOARD
MAY 4, 2004

Meeting called to order by Supervisor Jacobson at 7:00 pm

Members Present: Burdick Hahn, Jacobson, Fisher, and Waldron

18 citizens were present

Motion by Trustee Burdick to approve the minutes of the April meeting as published. Seconded by Treasurer Fisher and it carried.

Motion by Trustee Waldron to adopt the agenda for this meeting. Seconded by Treasurer Fisher and it carried.

Police Report: The owner of the boat that is docked on the Green Dock has been notified and it will be removed this week. They are working on Blight violations. It would help if the board changed the time frame for citations from 60 days to 30 days. Motion by Treasurer Fisher to amend the Blight Ordinance to permit 30 days to clean up or be cited.
Seconded by Trustee Burdick. Motion carried. To take effect 30 days after publication in the local paper.

Airport Report: Nothing new

Planning Report: Last night there was a meeting to address the Special Use Permit presented for an asphalt batch plant. The planning commission sent a letter to the Cheboygan Planning Commission denying the request due to incompatibly in our present and future land use master plan.

Motion by Clerk Hahn to amend our application to the DNR to include the railroad property from Martha to Cressy Street. Seconded by Treasurer Fisher. Motion carried.

Motion by Treasurer Fisher to include the cost of the tires and freon in the spring clean up. Seconded by Trustee Waldron and it carried. Last year Burt Lake Preservation Association gave the township $1000.00 towards the clean up of the tires and freon.

There was discussion on the offer to purchase part of the Industrial Park from Mr. Giese. Questions were asked about how much land the township would retain and how much would Mr. Giese receive for putting in the Class A road, approach on M68 for lots 3 & 4, seeding, engineering, surveying, underground electrical and phone. The deed restrictions that the Planning Commission put in place would remain on the property. Motion was offered by Trustee Waldron to counter the offer to purchase. Mr. Giese would be responsible to pay for the gas line and to add an easement between Lot 10 & 11 so the township could access our 15 acres for a wastewater facility. Also the recorded plat would include the deed restriction. Treasurer Fisher supported the motion. Roll call vote: Burdick-yes, Hahn-yes, Jacobson-yes, Fisher-yes, Waldron-yes.

Motion by Trustee Waldron to approve the appointment of Bill Widmoyer to the Marina Park Commission. Seconded by Trustee Burdick and carried.

Motion by Trustee Waldron to transfer $1500.00 from 101-210-801-00 (atty fees) to 101-209-801-00 (assessor professional) and $508.00 from 101-400-702-00 (planning per diem) to 101-253-836-00 (treasurer tax prep). Seconded by Treasurer Fisher. Carried.

Motion by Treasurer Fisher to adopt the salary resolution for the elected officials. Seconded by Clerk Hahn. Motion carried.

Audience Comments:
Mr. Jacobs wanted to know about using the old boat launch at the campground or at the old marina. Supervisor Jacobson explained that the Marina Park Commission is working on Breezy Pointe boat launch at this time.

Treasurer Fisher informed all that the DNR will be bush hogging the old railroad trail to 14’ wide this year.

Motion by Trustee Waldron to pay the bills as presented. Seconded by Clerk Hahn and it carried.

Motion to adjourn by Trustee Waldron at 8:02 pm. Seconded by Trustee Burdick and carried.
