MINUTES OF THE REGULAR MEETING OF THE 
TUSCARORA TOWNSHIP BOARD
FEBRUARY 1, 2005

Meeting called to order at 7:00 pm by Supervisor Jacobson

Members Present: Hahn, Jacobson, Fisher, Waldron
Absent: Rohr

Minutes of the January Meeting were approved as published.

Motion by Trustee Waldron to adopt the agenda as presented. Seconded by Treasurer Fisher and the motion carried with 4 yeas, 1 absent.

Police Report: None available

Airport Report: Nothing new to report.

Treasurers Report: $999,879.95 without interest

Top O Michigan Outboard Racing Club has asked for a no wake waiver for Aug 20th and 21st from 11 am until 2 pm. Motion by Trustee Waldron to approve the request, seconded by Clerk Hahn and it carried with 4 yeas, 1 absent.

The results of the road project are in. Of the 390 parcels we had 156 no’s, 67 yes’s, 166 unreturned (counted as yes’s per the statement in letter) and 1 that I could not match up (a no vote). Totaling 157 no’s and 233 yes’s. Supervisor Jacobson’s thoughts were to sit with the engineering firm and back out the figures for the Burt Lake Marina docks, private part of Barbara, Sturgeon Island and Olds island. They cannot access their property without using the roads and they would need to be charged something. Then possibly charge the same amount per parcel, not by the foot. This could be another option. Trustee Waldron feels that there were to many no’s to reach 20% objection at a public hearing. Treasurer Fisher does not want to see it dropped, but did not look at the 20% objections to vote it down. Clerk Hahn does not feel it would pass for the same reasons above.

Audience Comments on the project: Dave Rieneke was concerned that it would increase the speed on the roads as people are traveling to the beach, trees would need to be cut down and it would change the look. Trustee Waldron asked then what we should do; let the roads go back to dirt? Patty Tomczok is in support of the project. Her husband works for a road commission and picked up some of the spec sheets. He and his boss reviewed them and thought it was a good project. Michelle Hyatt thinks we need to give better information. I was not sure what to do with the letter. We need to have the opportunity to ask questions. Maybe so many were not returned for lack of information. Need more cost info, how much will they be widened, speeding concerns, how many trees to be cut down, what about tearing apart of the roads when sewers come?

After much discussion a Motion was made by Treasurer Fisher to create the special assessment district. The district would be all parcels in Section 24 T35N R3N line west of S. Straits Highway from S. Straits Hwy and the Indian River to Barbara to include Kens Village Market and all properties abutting the Sturgeon River to the mouth at Burt Lake. All parcels in the 300 block of section 24, 400 block of section 24 except east of Straits Highway, all of the Burt Lake dockominium Plat of Constance Park, Village of Indian River (original plat) Block 8, 9, 10, 13, 14, 15, 19, 20 & 21, Plat of Harbor Wood Sub, all of F.E. Martin 1st Addition Village of Indian River, M.A. McHenery Plat of Key Stone Park and Sturgeon Island Shore Sub. This will be the district. Roll call vote: Hahn, yes, Jacobson, yes, Fisher, yes, Waldron, yes. Rohr was absent.

Motion by Treasurer Fisher for the township board to get final costs and get the information for the first public hearing. Send a letter to the road commission asking for someone from there to attend the hearing and a request for a contribution to the project. Seconded by Trustee Waldron and it carried with 4 yeas, 1 absent.

Treasurer Fisher presented a Community Vitality Program grant. It is through the MSU extension program. It failed due to lack of a motion.

Motion was made by Clerk Hahn to approve a gaming license for the Woodland Social Stitchers. They will be raffling a quilt. Treasurer Fisher seconded the motion.
Motion carried with 4 yeas, 1 absent.

Clerk Hahn set the spring clean up day for June 25th at 8 am until 2 pm.

Audience Comments: A thank you to the board for going forward with the road project and not letting it drop.

Motion to pay the bills by Trustee Waldron. Seconded by Treasurer Fisher and it carried with 4 yeas, 1 absent.

Motion to adjourn by Trustee Waldron at 8:15 pm.
