Minutes of the February meeting were approved as published.
Motion by Trustee Waldron to adopt the agenda as presented for this meeting with the addition of streetlights. Seconded by Clerk Hahn and it carried 4 yeas, 1 absent.
Police Report: Received a $1000.00 donation from Wal Mart for the DARE program.
Airport Report: We will be spraying for gypsy moths this year. Anyone interested can call Norm for information.
Library Report: Circulation is up from the last year. 23% for November, 25% December, 13% January and 12% for February. She will be doing the state summer reading program for this year. It will take place July 6th through Aug 10th. They will be hosting Weather Watchers on May 10th, Michigan Extension office on Ash Bore on May 12th and Dr. Goodhart (3 piece music group) on May 18th.
Treasurers Report: $994,262.87 without interest.
Motion by Treasurer Fisher to adopt the federal poverty guidelines. Seconded by Clerk Hahn and it carried 4 yeas, 1 absent.
Ann Chastain from MSU extension gave a presentation on the award of a $500.00 grant to develop the community leadership program. This will be used for attendance at a workshop on March 22nd. So far 6 have signed up to attend. On March 23rd there is another workshop on leadership initiative. That one will be paid for by the organization you represent or by other arrangements. She also spoke on another grant that was submitted. It is the community vitality program. We should know by March 15th on the status of the application. If awarded the grant, a team would come up to our area to talk to the citizens and members of groups for input on what Indian River needs.
Supervisor Jacobson proposed the cost of the road project. Total price of project $718,400.00 with the township and park contributions being $123,564.00. Leaving a balance of $594,836.00. There are 435 owners in the district. They would each be assessed $400.00 totaling $174,000.00. The balance of $420,836.00 to be spread on the front foot cost equaling $10.50 per foot. The 100’ lot would be assessed $1450.25. This would be a 5-year pay back or you could pay up front without interest. We would be selling special assessment bonds. Legal council estimate interest at 4.8% to 5.2%. Motion by Trustee Waldron to send out the 1st Public Hearing notice based on the above figures. The hearing would be on April 2nd, April 9th or 11th. This will be determined by the availability of engineering firm and legal council. Roll call vote was taken. Hahn, yes, Jacobson, yes, Fisher, yes, Waldron, yes – Rohr absent
Trustee Waldron mentioned the amount of streetlights through town. Should we have a plan for where they are placed? He will mention this to the DDA also for their consideration when redoing main street.
Audience comments: How much is the Cheboygan County Road Commission contributing to the road project? Supervisor Jacobson mentioned the project to them at the townships yearly meeting. A letter will be sent to them also.
Motion to pay the bills by Trustee Waldron with Treasurer Fisher seconding it. Motion carried with 4 yeas, 1 absent.
