Meeting called to order by Supervisor Jacobson at 7:00 pm.

Minutes of the April meeting were approved as published.
Motion by Treasurer Fisher to adopt the agenda with the addition of #14, the traffic light at Club and M-68. Seconded by Trustee Waldron and it carried with 5 yeas.
Police report: None available
Airport report: Regular maintenance is going on and starting a new hanger this week.
Treasurer report: $764,786.74 with interest
Motion by Clerk Hahn to accept the cemetery clean up bid for the spring clean up submitted by Landmark Services in the amount of $3500.00. It was the only bid received. Seconded by Treasurer Fisher and it carried with 5 yeas.
Treasurer Fisher made a motion to move forward with the creation of the special assessment district for the paving project. This will be for preliminary design. Objections needed were 8016’ and we received 7422’. Supervisor Jacobson will meet with the engineering firm to re-do the numbers with out Witt and Dorothy. After the project is put out for bids and they are received then we will set the meeting for the conformation of the roll.
RESOLUTION
BE IT HEREBY RESOLVED that the Tuscarora Township Board does hereby tentatively declare its intent to make road improvements within the following described area: All parcels in Section 24, T35 N R3 W lying west of S. Straits Highway from the intersection of S. Straits Hwy and the Indian River to the intersection of Old Trail Lane and Barbara Ave., all properties abutting the northerly bank of the Sturgeon River to the intersection of the plat of Sturgeon Island Shores, thence easterly and southerly along said plat to the shore of Burt Lake, thence northerly along the shore of Burt Lake to the mouth of the Indian River, thence along the southerly and northerly shore of said river to the point of beginning: to include all parcels in the 200 block of section 24 lying east of the Indian River and west of S. Straits Hwy., all parcels in the 300 block of section 24, all parcels in the 400 block of section 24 except those that lie east of S. Straits Highway, Burt Lake Dockominium, all of the Plat of Constance Park, that part of the Village of Indian River (original plat) Blocks 8, 9, 10, 13, 14, 15, 19, 20 & 21, Plat of Harbor Wood Sub, all of F.E. Martins Second Addition of the Village of Indian River lying west of S. Straits Hwy., M.A. McHenry Plat of Key Stone Park and the plat of Sturgeon Island Shores Subdivision excluding Dorothy Ave and the South 600’ of Witt.
BE IT FURTHER RESOLVED that the Tuscarora Township Board does tentatively designate the special assessment district against which the costs of the improvements is to be assessed as Road Improvement Project No. 18, which shall include the lands and premises more particularly described above.
BE IT FURTHER RESOLVED that a hearing on any objections to the petitions, to the improvements, the estimate of costs, and to the special assessment district proposed to be established for the assessment of the cost of such improvements was held on April 11, 2005; at a special meeting of the Tuscarora Township Board at the Tuscarora Township Hall, 3546 S. Straits Highway, Indian River, MI 49749, commencing at 7:00 o’clock p.m.
BE IT FURTHER RESOLVED that the clerk gave the proper notice of the public hearing by mailing and publication in accordance with law and statute provided.
BE IT FURTHER RESOLVED that all resolutions and parts of resolutions insofar as they conflict with the provisions of this resolution are and the same are hereby rescinded.

The supervisor declared the motion carried and the resolution was duly adopted.

Treasurer Fisher received a copy of the Grayling Township Adult and Sexually Oriented Business Zoning Ordinance. She will do the research to see if we can adopt an ordinance for this or will it fall under Cheboygan County Zoning. Motion by Treasurer Fisher to send a letter of concern on this matter to the Cheboygan County Planning Commission. Seconded by Trustee Rohr. Motion carried with 5 yeas.
Motion by Trustee Waldron to grant the budget adjustment that Clerk Hahn has requested. From unallocated to 101-209-801-00 assessor professional $6020.00. From 101-210-801-00 atty fees $2000.00 to 101-215-727-00 clerks office supplies $1000.00 and 101-209-727-00 assessor office supplies $1000.00. From 101-400-702-00 planning per diem $600.00 to 101-191-727-00 election worker per diem. Seconded by Treasurer Fisher and it carried with 5 yeas.
The traffic light study will be done in July when the bulk of the traffic is here.
Audience comments: There were several in attendance from the Economic Development Committee. They have been awarded a $15,000.00 grant with matching funds of $3750.00 (to be raised) for a preliminary study for a sewer system. They would like the township board to support this grant. After lengthy discussion the board asked them to bring in petitions with signatures in favor of the study from the business district. These are the concerns that the Township Board asked:
The committee will meet to define a district and do the leg work and try to come up with 51% of the land mass in favor of a project to present to the Board at the June meeting. Also will have to have the matched money.
Scott Baldwin from United Telecom was here to inform the board that the Clerk was rude to his salesman when he came in for them to switch phone service over. Clerk Hahn and Treasurer Fisher disagree with the complaint. He was upset that the Clerk had mentioned unsatisfied customers and the Clerk said that was part of the townships decision.
Trustee Waldron made a motion to pay the bills as presented and seconded by Treasurer Fisher. Motion carried with 5 yeas.
