MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
SEPTEMBER 6, 2005

Meeting called to order at 7:00 pm by Supervisor Jacobson

Members Present: Rohr, Hahn, Jacobson, Fisher, Waldron
10 citizens were also in attendance

Minutes of the August meeting were approved as published.

Motion to adopt this agenda by Trustee Waldron, seconded by Trustee Rohr and it carried.

Police Report: This August was much busier than last years. Several car accidents and contractor frauds. The officers will be starting the fall rotation of training. The preliminary study on the streetlight at Club Road and M-68 indicates a possible need for one. We should know more by Jan 2006.

Airport Report: Air traffic has been heavy due to the nice weather this summer.

Treasurers Report: $688,664.74 with interest

Parks Report: Clerk Hahn mentioned a donation to buy a used Zamboni and on the 21st Cheboygan County Planning will address a special use permit to construct a pole building to house it.

Motion by Trustee Waldron to approve the millage rate request form L-4029. Seconded by Treasurer Fisher and it carried.

Now be it resolved that the Tuscarora Township Board of Trustees at a regular meeting on September 6, 2005 authorizes Supervisor Jacobson to sign the final contract for the Calvin Campbell Airport rehabilitate project. The bid to be awarded to H&D, Inc., Bay Shore, MI in the amount of $49,420.90. Trustee Waldron offered the resolution. Supported by Treasurer Fisher and it carried 5 yeas, 0 nays.

Jack Arnold presented Supervisor Jacobson with petitions for road improvements on Grace Beach Road, Pleasant Beach Road and Grandview Beach Road. The signatures are entered into the minutes and Supervisor Jacobson will set up a meeting with the road commission to see if the project is viable.

Clerk Hahn reported that the Chamber of Commerce had asked for a detailed list of expenses for the fireworks on August 10th. She replied on August 11th and has heard nothing else on the matter. The feedback she has been hearing suggest that the Township should continue to handle them and adjust the day to hold them according to how the calendar falls. There is concern about Columbus Beach not letting their beach be used if the Township does not do them (for liability reasons) and the area at Devoe Beach would be considerably smaller for spectators. The date for the 2006 fireworks display will be Sunday July 2 with the rain day Monday July 3rd. Trustee Waldron would like to see the Chamber of Commerce do some fund raising for the show.

Motion by Trustee Waldron to adopt the resolution presented to the Board for a NOAA Weather Alert Signal for Northern Michigan with changing “high-risk” to “potential-risk”. The motion was supported by Trustee Rohr and carried. A copy of the complete resolution is on file in the Clerks minute book.

Audience Comments:

  1. What is happening with the street project? There is a meeting scheduled for the 15th with the Road Commissioners to do a walk about to look at areas where we will need a variance from County Specs. Hoping to have the project go out for bids shortly after that.
  2. What is happening with the sewer grant? It has been signed and waiting for the figures.
  3. What area will the sewers cover? Main street, then it could be other phases. This study will show us that.
  4. Status on Marina Park? The grant for the boat ramp was rejected. We will be having a meeting with the Cheboygan County Waterways Commission next week for input from them.
  5. Status on Green Docks? They are raising money for the project and we could secure permits in the spring to move forward.
  6. Is there any talk about repairing the bridge over the Indian River? No.

Motion to pay the bills by Trustee Waldron, seconded by Trustee Rohr and it carried.
