MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
OCTOBER 4, 2005

Meeting called to order at 7:00 pm by Supervisor Jacobson.

Members Present: Rohr, Hahn, Jacobson, Fisher

Absent: Waldron

17 citizens were in attendance

Minutes of the September meeting were approved as published.

Motion by Treasurer Fisher to adopt the agenda with the addition of item 15, video material. Seconded by Clerk Hahn and it carried 4 yeas, 1 absent.

Police Report: MDOT started the further study for the street light on Club Road and
M-68.

Airport Report: The paving repair project is complete and they did an excellent job.

Treasurers Report: $593,997.56 without interest.

Park Report: None available. Clerk Hahn mentioned that they received a donation for a pole building to house the Zambonie.

Supervisor Jacobson read a letter from Richard D. Binder Jr. on the "GREENDOCK" project. They have raised approx. $65,000.00 and are asking the board to get a complete and professional plan for the area. It will make the mission as fundraisers not only easier, but also more accurate to those wanting to donate. Several thoughts were discussed and a Resolution was offered by Treasurer Fisher to send out a request for a site survey and drawing of the area to Ryba Marina, United Design and Kokosing. Trustee Rohr supported it and it carried with 4 yeas, 1 absent. Clerk Hahn will contact the DEQ about the permit process. Supervisor Jacobson has talked to the Cheboygan County Road Commission about widening the corner of Prospect and Chippewa Beach Road at the same time.

Motion by Trustee Rohr to approve the request made my Mrs. Claus on behalf of An Indian River Christmas to use the lobby area of the offices, the kitchen facility and the meeting room for the activities on November 25th. This year they would like to close the highway from Lake Street to Floyd from 4pm until 8:30 pm. They will have six illuminated Holiday floats and park them in that area. Treasurer Fisher seconded motion and it carried with 4 yeas, 1 absent.

Mr. Breed, from the Indian River Chamber of Commerce thanked the Board for continuing to do the 4th of July fireworks. They turned it over to their events committee and contacted several other chambers. After discussion they did not feel the activity fit into their mission statement and the liability to high, but they will continue to donate to the event. Treasurer Fisher asked if we could cut the show to exactly what is collected and not use any general fund money to fund it. Clerk Hahn said the show would be half.

Supervisor Jacobson asked Mr. Breed if they could solicit their members to donate to them. It brings many individuals into this community going to restaurants, ice cream shops and shopping.

The Indian River Snowmobile Grooming Club would like a resolution for a charitable gaming license. They want to hold a raffle. Motion by Treasurer Fisher and supported by Clerk Hahn to grant the request. Motion carried with 4 yeas, 1 absent.

Gordon Graham from the VFW post spoke on the need for a new monument. The existing one has no more room for veteran’s names. They are thankful for the community support and would like all to get behind this project. After much discussion Supervisor Jacobson will contact the Cheboygan County Road Commission to get a release on the property where the memorial is located. He also asked to see the new design. Mr. Graham will bring it back to us when the drawing is completed.

Mr. And Mrs. McGinnis presented the Board with information on videotaping each monthly meeting, creating a DVD and delivering one to the Library and one to the Township. This would be of no cost to the township. This will be tabled until the November meeting.

Audience Comments:

  1. Mrs. Worthy mentioned a neighbor sent an email to the state about the shaking of homes when traffic is going over the Little Sturgeon Bridge. They told her to contact the local township. Supervisor Jacobson asked for a copy of the email since we have nothing to do with state highways.
  2. Mr. Swanson wanted the status on the road project. We are working with the engineers and the road commission to get the final plans together.
  3. Mr. McCready would like to have Constance Avenue made private. There are four adjacent landowners and they are in agreement. Supervisor Jacobson recommended going to the Road Commission with the proposal.

Motion to pay the bills by Trustee Rohr, seconded by Clerk Hahn and it carried with 4 yeas, 1 absent.

Clerk Hahn made a motion to adjourn at 8:00 pm.
