MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
NOVEMBER 4, 2005

Meeting called to order at 7:00 pm by Supervisor Jacobson

Members Present: Rohr, Hahn, Jacobson, Fisher, Waldron
21 citizens were also present

Minutes of the October meeting were approved as published.

Motion by Trustee Waldron to adopt the agenda as presented. Seconded by Clerk Hahn and the motion carried.

Police Report: They have received a $1000.00 donation from Wal-Mart and 6 donations for the K-9 unit. Just finished teaching hunter safety and gearing up for the hunting season.

Airport Report: Nothing new to report.

Treasurers Report: $306,320.00 without interest

At the October meeting the board made a motion to contact three engineering firms for a price to draw a design the green docks. Only one proposal was received and it was not just for the design. It was for topographic and hydrographic surveys, locating structures, pipelines, electrical lines, determine underwater navigational hazards and limits of areas to be dredged, soil borings and permits. Supervisor Jacobson will contact them for a price for just designing the seawall. Clerk Hahn will contact Gourdie-Fraser about a price also. We basically are asking for a drawing of what they think it should look like.

Motion by Clerk Hahn to sign the Animal Control Contract for the Cheboygan County Humane Society in the amount of $750.00. Trustee Rohr seconded the motion and it carried.

McGinnis Video Productions is here taping our meeting. They are doing this service to the Township at no cost and will deliver two DVDs . One for the Township Board archives and one for the public library.

James McCready had another proposal making Constance Ave and Arthur private roads. After much discussion, Supervisor Jacobson informed him that he would need to have a petition with all of the homeowner’s signatures (if jointly owned, all would need to sign) and present it to the Cheboygan County Road Commission. Then if the Road Commission agrees, they will ask for the Townships support. Clerk Hahn to see if the association would need to carry liability insurance.

Last month Mrs. Worthy mentioned the noise trucks make when they go over the Sturgeon River Bridge on M-68. She brought in copies of correspondence from MDOT. They said that the Township would have to request a speed study. John Wilcox from the DDA would like the Board not to act on this request until the DDA is ready with the plans for the sidewalks in that area. MDOT only will do speed studies every 10 years and he feels there will be more evidence to lower the speed limit when the plans are done. This matter will be tabled until the April meeting.

Audience comments: Gordon Graham from the VFW brought in a conceptual drawing of the new proposed VFW memorial. It will fit nicely in the restricted area and there will be space for an additional 156 names, which should cover them for 50 years based on past usage. He is hoping to have some cost figures for the December meeting.

Motion to pay the bills by Trustee Rohr, seconded by Clerk Hahn and it carried.
