MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
SEPTEMBER 5, 2006

Meeting called to order at 7:00 pm by Supervisor Jacobson

Members present: Rohr, Hahn, Jacobson, Fisher, Waldron

21 citizens were in attendance

Minutes of the August meeting were approved as published.

Motion by Trustee Waldron to adopt the agenda with the addition of #17, VFW monument. Seconded by Clerk Hahn and it carried with 5 yeas.

Police Report: We have had a busy end to summer. There has been more traffic on the new roads. Several counterfeit check claims.

Airport Report: We have had a busy summer. PIE &G have the gas line in and are ready to start the building in two weeks.

Treasurers Report: $883,404.18

Probate Judge John Butts spoke to us about his re-election. He presented us with a five-year report and a Re-elect Judge Butts flyer.

At the August meeting residences asked to board to review a private road ordinance. After review of those presented and the one Mullett Township adopted, Chief Wagner feels this is a county issue, not township, since it would be a civil matter. Motion by Trustee Waldron to send a letter to the Brian Duvall to have the county revisit the issue of guidelines for private roads. The motion was seconded by Trustee Rohr and it carried.

Frank Geise asked the board for an extension of the land contract. The payment was due in early June and as of today, we have received nothing. The Township started legal proceeding and will be going to court on the matter tomorrow at 1:30 pm. After much discussion a roll call vote was taken to go ahead with the proceedings tomorrow. Rohr, yes, Hahn, yes, Jacobson, yes, Fisher, yes, Waldron, yes.

Nelson Trane presented us with a bid for a maintenance agreement in the amount of $6375.00 per year for 3 years. Cindy recommended that the Library, Police and Township put the money aside, so in a few years we could just replace the system with a local company that would be able to maintain it. The average life of the system is 15 to 17 years and ours is 12 years old. Motion by Trustee Waldron, seconded by Treasurer Fisher to not sign the contract and put the money aside each year for replacement in the near future. Motion carried.

Motion by Clerk Hahn to approve the L-4029 as presented. The L-4029 is the 2006 tax rate request, millage request report for the Board of Commissioners. Seconded by Treasurer Fisher and it carried.

Motion by Clerk Hahn to adopt Resolution #1 for the Link Boulevard Special Assessment District. It would include No. 2, 3, 4, 5 and 6. Not #7. The motion was seconded by Trustee Rohr and a roll call vote was taken. Rohr, yes, Hahn, yes, Jacobson, yes, Fisher, yes, Waldron, yes.

Motion by Trustee Waldron to adopt Resolution #2 for the Link Boulevard Special Assessment District. This resolution authorized the public hearing that will be held on October 3, 2006 at 7:00 pm. Seconded by Trustee Rohr and a roll call vote was taken.
Rohr, yes, Hahn, yes Jacobson, yes, Fisher, yes, Waldron, yes.

The DDA have made a request for two new members. Jane Baker and Bill Jones. Motion was made by Trustee Rohr to make the appointments, seconded by Trustee Waldron with 4 yeas, 1 nay.

Clerk Hahn needs a budget adjustment for $663,925.63 from bond revenue and installment purchase agreement to 101-446-801-00 Roads. Motion by Treasurer Fisher, supported by Trustee Waldron and it carried.

The VFW would like to relocate the monument to the Townships lawn. After lengthy discussion, we will set up a time to meet with members of the offices and VFW to see if there is a suitable place here for it. It was talked about leaving where it is, by the fountain at the Village Green or here.

Motion by pay the bills by Treasurer Fisher, supported by Trustee Rohr and carried.
