MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
FEBRUARY 6, 2007

Meeting called to order at 7:00 pm by Supervisor Jacobson.

Members Present: Rohr, Hahn, Jacobson, Fisher, Waldron

43 citizens were in attendance

Minutes of the January meeting were approved as published.

Motion by Trustee Waldron to adopt the agenda as presented. Seconded by Trustee Rohr and it carried.

Police Report: Snowmobile season is in high gear. No problems on the newly opened portion since December.

Airport Report: Nothing new to report.

Treasurers Report: $885,381.17 in all Township accounts. $275,951.72 in tax accounts to be disbursed.

The Decembers 2006 minutes will be left as is until the March meeting.

Motion by Treasurer Fisher to authorize Gourdie-Frasier to get bid documents ready for the Link Blvd. Project. This will be for both phases of the project. Trustee Rohr seconded the motion and it carried. Supervisor Jacobson wants to wait for the confirmation of the roll until the bids are opened and awarded. Possible time frame is bid opening in mid March with confirmation of the roll in mid April.

The Cheboygan County Road Commission is looking for a letter of support to apply for funds for a safety issue on Reams Road and Pickerel Lake Road intersection. Motion by Trustee Waldron to grant the request, seconded by Clerk Hahn and the motion carried.

David Waldron submitted petitions of 125 signatures for opening the 7 road ends on the West side of the Lake. Several letters opposed to the improvements were also received last month. There was lengthy discussion on the issue. Supervisor Jacobson mentioned the committee for the Greendock project and how successful they were and recommended they form a committee to see what can be done. Trustee Waldron feels the road ends need to be marked and surveyed, Clerk Hahn feels nothing should be done, the property belongs to the Road Commission and to many cases where the riparian won and the Township does not have the funds for the lawsuits that could occur, Trustee Rohr needs to review the signatures, only has letters of objection sent to him, Treasurer Fisher wants to see the issue of ownership and jurisdiction resolved and to do nothing until they are ours to do with and Supervisor Jacobson would like to identify them, settle lawsuits and liability issues and come up some resolve to this issue.

Two bids were received on the surveying of the road ends. They are Ellinger, Hamilton, Resort, King, Hiawatha, and Rotter roads. Fullford surveying estimated $2400.00 - $3000.00 with complete title search on each road end to determine if there are any documents indicating dedications or easements relating to the road end widths. Granger & Associates estimate $1200.00 to establish county road right of ways. This was tabled until the snow is gone.

Motion to pay the bills by Trustee Fisher, seconded by Clerk Hahn and it carried.
