MINUTES OF THE REGULAR MEETING OF THE
TUSCARORA TOWNSHIP BOARD
JULY 3, 2007

Meeting called to order at 7:00 pm by Supervisor Jacobson.
Members present: Rohr, Hahn, Jacobson, Fisher, Waldron
Approx. 135 citizens were in attendance

Minutes of the June meeting were approved as published.

Motion by Treasurer Fisher to adopt the agenda with the addition of #19. Rec Plan.
Seconded by Clerk Hahn and it carried with 5 yeas.

Police Report: Standing on written report.

Treasurers Report: $828,162.00 in regular accounts, $3,476.74 in tax accounts all without interest.

Thank you to the McGinnes's for the new microphones.

Clerk Hahn would like to see the health insurance moved from the assessor to the supervisor, from the office staff to the clerk and include the treasurer receiving it. Trustee Waldron would like to table until a future meeting.

Don Paton and Mr. Garvey were here to talk about the Fallen Hero Memorial Foundation. This would be in memory of Don Patons son who was killed in Iraq. After a presentation, Supervisor Jacobson explained how it needed to come before our board for a 1/3 vote, the police for a 1/3 vote and the library board for a 1/3 vote. Chief Wagner said yes, Trustee Waldron had no problem with it and Supervisor Jacobson will arrange a meeting with the library on the matter.

Motion by Treasurer Fisher to create a special assessment district for the paving of a private road behind the fire department. The parcels in the district will be 161-025-300-024-02, -03, -04, -05, -06 and 161-N61-000-005-00. This project will be funded from the 6 parcels, with no township match. Trustee Waldron seconded the motion and it carried with 5 yeas.

Cheboygan County sent an interlocal agreement regarding recycling. After lengthy discussion a motion was made by Clerk Hahn to opt out without the vote of the people. Seconded by Trustee Waldron and it carried with 5 yeas.

Several months ago the board sent a resolution to the DNR on watercraft control on the Sutrgeon River. They held public hearings on the matter and the findings are: "on the waters of the Sturgeon River, section 25, town 35 north, range 3 west, township of Tuscarora, county of Cheboygan, state of Michigan it is unlawful to operate a vessel propelled by a motor. The board did not agree with the decision. It would prohibit the use on the river with motors from the mouth down. We asked for it to be prohibited at the Trading Post down. Clerk Hahn to send them a letter.

There are two trees at Breezy Point that Mr. Burwell feels should be removed. Quotes were received from 4 interested individuals and it was tabled for a decision of the Marina Park Commission.

Clerk Hahn presented the board with information given to her from the IREDC in June on the Blight Review Team. Mr. Jones said there was updated information, but he did speak to the process. Treasurer Fisher would like to see if the changes in the ordinance are working, Clerk Hahn would like the committee bring the complaints to her and she, Supervisor Jacobson and Chief Wagner would go assess the complaints and take it f from there. This was tabled until we receive updated information.

After lengthy discussion on road ends (approx 1 hour) a motion was made by Clerk Hahn to get out of the road end business. If a resident or group would like to improve a road end, they need to go to the road commission and obtain a permit to do so. It would be at their expense also. Trustee Rohr seconded the motion and a roll call vote was taken. Rohr, yes, Hahn, yes, Jacobson, yes, Fisher, yes, Waldron no.

Motion by Trustee Waldron to stop the working on ditch maint in the township. Seconded by Treasurer Fisher and it carried 5 yeas.

Park & Rec plan adoption was tabled until the August meeting.

Audience comments:

  1. We are missing some plats from our book. Could Supervisor Jacobson obtain them from the state web site and copy them and insert into our books?
  2. Willard Smith would like the board to reconsider purchasing his property for the marina. This will be turned over to the marina commission.
  3. What happened to the public access signs?
  4. Burt Township paving Eaglenest. Why isn't Tuscarora?

Motion to pay the bills by Trustee Waldron, seconded by Treasurer Fisher and it carried 5 yeas.

Motion to adjourn at 9:43 pm by Treasurer Fisher.
