Minutes of the March meeting were approved as published.
A motion was made by Trustee Waldron to adopt the agenda with the addition of a sewer update by Brian Boles. Treasurer Balazovic seconded the motion and it carried with 3 yeas, 2 absent.
Police report: Nothing to report.
Treasurer report: $1,128552.37 in township funds and $12,263.30 in the tax accounts.
VFW Post land transfer tabled until the May meeting.
Brian Boles from Gourdie Frasier presented an update on the proposed sewer project for the commercial district. Boles reported that they have been working on a preliminary application process through US Department of Agriculture for Rural Development Funding for the system and that USDA Rural Development is recommending funding the project and has approved $1M in grant monies for the system. This is a $4,150,000.00 project and with the $1M grant we would need to finance $3,150,000.00.

Clerk Fisher presented the suggested wording for the recycling ballot proposal for the August primary.
Shall Tuscarora Township enter into an interlocal governmental agreement with Cheboygan County for recycling and hazardous waste disposal for not more than $24.00 per year per household?
Motion by Trustee Waldron to adopt the wording, the motion was supported by Treasurer Balazovic and it carried with three yeas, two absent. Clerk Fisher will forward the ballot language to the County Clerk for the August 5th ballot.
Clerk Fisher was contacted by J&N Disposal regarding scheduling a spring clean up. Fisher reported that there has been little use of the Anytime Cleanup Vouchers. Trustee Waldron’s understanding was that we would continue with the Voucher system for one full year and his recommendation was to continue with our current program.
Clerk Fisher reported that Kelly Ashford, Loyal Woods, Mike Vizina and Mike Cheverny have all expressed an interest on being a Planning Commissioner. Clerk Fisher will put an ad in the local paper looking for additional persons to be on the planning commission.
Motion by Trustee Waldron to grant the request from Top O Michigan Outboard Racing Club to have the "no wake" ordinance removed for the race on August 16th and 17th from 11 am until 2 pm., the motion was seconded by Treasurer Balazovic and carried 3 yeas, 2 absent.
Discussion on the employee handbook was tabled until the next regular meeting.
Parks Commissioner Mike Ridley confirmed that the Parks Commission has postponed their application to the Michigan Natural Resources Trust Fund for one year.
Karen Wegner from the Indian River Area Chamber presented the request for the use of Township properties for their annual Summerfest activities. Motion by Treasurer Balazovic to grant the request for the use of Township Properties from the Chamber for Summer Fest activities on July 16th – 21st. Trustee Waldron seconded the motion and it carried 3 yeas, 2 absent.
A motion was made by Trustee Waldron to move the May meeting to May 13th at 7:00 p.m. Treasure Balazovic offered a second and it carried 3 yeas, 2 absent.
A motion way made by Clerk Fisher to send a letter of support to the DNR for the continued use of snowmobiles on the Gaylord-Mackinaw Trail. Trustee Waldron seconded the motion and it carried 3 yeas, 2 absent.
Audience comments: Is it possible to obtain recycling permits at the Tuscarora Township office? What prohibits anyone from putting items in the recycling bins? Recycling permits are now available at both the Township offices and the Cheboygan County Treasurer’s office. Cheboygan County has an ordinance against using the Recycling Center if your Township has not opted in.
Motion by Trustee Waldron to pay the bills as presented the motion was seconded by Treasurer Balazovic and it carried 3 yeas, 2 absent.
