Minutes of the July meeting were approved as published.
Motion by Trustee Waldron to adopt the agenda as presented, supported by Trustee Rohr and it carried with 5 yeas.
Police Report: The Department is preparing for the boat races this weekend.
Airport Report: Norm Pratt reported that everything went well with the Summerfest activities at the airport. Pratt was pleased that very little repairs were required.
Treasurers Report: $741,536.04 in regular accounts, $238,516.70 in tax accounts.
Marine Deputy Chief Al May and Mike Feagan, DNR, recommended that the Township adapt, through the DNR, an ordinance that will prohibit the towing of tubes on the Indian River between I-75 and Burt Lake. Currently, towing is allowed on the Indian River in the “No Wake” zone only. Chief May believes that it has become a safety issue in that area of the river. Mr. Feagan informed the Board of the process necessary to petition the DNR to enact such an ordinance. Trustee Waldron asked what was the policy in the Cheboygan River. Chief May reported that all of the Cheboygan River is “No Wake” so towing is allowed, however, the Cheboygan River does not have anywhere near the traffic that the Indian River has. Clerk Fisher will obtain the necessary paperwork from the DNR to start the process.
Motion by Trustee Rohr and supported by Treasurer Balazovic to approve the temporary closure of Oakhill Street from US-27 to the 1st driveway west of Berry Lane from 7:00 am to 4:00 pm September 13, 2008 with a rain date of September 14, 2008. Motion passed.
Clerk Fisher presented the 2009 fireworks display bid from Great Lakes Fireworks. The cost for 2009 will be $6,900 for either July 3rd or July 5th. The company is already booked for July 4th. Trustee Waldron would like to set a goal of $6900 in donations for the fireworks to offset the cost. A motion was made by Trustee Waldron to hold the 2009 fireworks display on Friday, July 3, 2009, and approve the $6,900.00 bid. Clerk Fisher supported the motion and it passed with 5 yeas.
Motion by Trustee Waldron to have Chief Wagner designated as the officer delegate to Mers and Clerk Fisher designated as the employee delegate. Seconded by Trustee Rohr and it carried 5 yeas.
Township Manager: After much discussion, the board set Tuesday, September 16, 2008, at 7:00 p.m. as the date for a public hearing to have the Township Manager Committee present their findings to the residents and answer questions.
Clerk Fisher presented a request to form a Beautification Committee and grant the committee a $500 budget to continue their efforts on repairing and repainting the benches and any other projects needed throughout the Township. Motion by Trustee Waldron to appoint a five-member Beautification Committee, supported by Treasurer Balazovic and it carried with 5 yeas.
Park Budget: A motion by Trustee Waldron to maintain the $112,000.00 budget previously approved and to additionally forgive half of the Park Commission’s debt on the paving project leaving a balance of $22,500 (after deducting the $15,000 paid in 2007-2008) to be paid off over the next four years. Trustee Rohr supported the motion and it passed.
Camping Ordinance: The Marina Park Commission requested implementing a No Camping Ordinance for our Township Parks. Chief Wagner reported that Tuscarora Township Ordinance #16 already provides for that provision. Chief Wagner will verify this with our legal council.
Citizen Comments: Can the Township get any help for the School for recycling?
Motion to pay the bills by Trustee Waldron, seconded by Trustee Rohr and it carried 5 yeas.
