Meeting called to order at 7:00 pm by Supervisor Jacobson.

Minutes of the October meeting were approved as published.
Motion by Trustee Waldron to adopt the agenda as presented, seconded by Rohr and it passed with 5 yeas.
Police Report: Chief Wagner stated that a blight ticket issued two years ago is going to finally be heard December 4th.
Airport Report: Did not receive traffic count back from state yet, Norm Pratt believes the count was down about 20% this past summer.
Treasurers Report: $479,672.05 in the regular accounts, $97,765.55 in the tax accounts.
Trustee Rohr updated the Board on his progress on the cemetery records. Tuscarora Township has a total of 5,700 cemetery sites with 950 sites available. His report included options available on with the software, and a layout of Oak Hill and Ohioville Cemeteries. Supervisor Jacobson commended Trustee Rohr for all the work he has put into this project.
Treasurer Balazovic reported on the Local & State Transportation Workshop she recently attended. The portion of Eagles Nest Road in our township is on the state’s list to be rebuilt. There is State stimulus funds that might be available for that project. The Indian River Bridge is on the slate for 2010 and there is also another light study for Club Road in 2009.
Trustee Waldron motioned to approve the revised Interlocal Agreement between Tuscarora Township and the County of Cheboygan for the Recycling Surcharge to not exceed $24 a year per household. Trustee Rohr seconded the motion and a roll call vote was taken: Rohr yes, Balazovic yes, Jacobson yes, Fisher yes, Waldron yes.
Trustee Waldron motioned to approve a lease agreement between Tuscarora Township and the County of Cheboygan for operating and managing the County recycling drop off site on Township property. Our insurance company approved the wording of the lease. Clerk Fisher seconded the motion and it passed with five yeas.
Clerk Fisher motioned to approve a contract between the Cheboygan County Humane Society and Tuscarora Township for $750.00 for the 2009 calendar year. Trustee Rohr supported the motion and it passed.
Trustee Waldron and Sallie Snyder brought the board up to date on the discussions held with Emily Myerson, Rail-Trail Council, on using Marina Park as a trailhead for the rail-trail. There is interest in obtaining the train depot for a restroom facility at the trailhead. Myerson indicated that the DNR would help purchase and build restroom facilities at the trailhead through a grant application process. The Township Board encouraged the Marina Park Board to continue its exploration with the DNR on funding for this project. The location is ideal for the project.
Citizen’s comments: What was the result on the various bridge designs vote? The results were very close between the open design coming in first and the camel back design coming in second. Before making a final decision, the Road Commission will be holding a meeting between the DDA, Chamber and Township to see which design works best with the downtown streetscape. The meeting is Monday, November 24th at 1:00 p.m.
How are the funds for the DDA captured? Are there zoning restrictions around the airport?
Trustee Waldron thanked Dick for his service for the past four years and Eric for his many, many (32) years of service to the township.
Motion by Trustee Rohr to pay the bills, supported by Treasurer Balazovic and the motion carried.
